Blizzard has announced that players unable to start the Season of Witchcraft questline must complete the Vessel of Hatred Prologue before having the option to start the season questline.
Note that the season is available to non-owners of Vessel of Hatred and this is only an issue for those who do but have not completed or did not skip the Vessel of Hatred Campaign.
