Blizzard has also announced that Citrine Gems for Cyrce’s Circlet are now Warbound-until-equipped, allowing you to send them to alts!
This means that you can purchase upgraded gems for your alts!
With a change that is now testable on the 11.0.7 PTR, Siren Isle Citrine gems are Warbound-until-equipped.
