According to the latest hotfixes, Gilded Crests are now available from +8 Keystones (was +9 Keystones).
Runed Harbinger Crest – Earned from Heroic Nerub-ar Palace and Mythic Keystone dungeons from +4 to +8+7 during The War Within Season 1.
Gilded Harbinger Crest – Earned from Mythic Nerub-ar Palace and Mythic Keystone dungeons from +9+8 and up during The War Within Season 1.
