In the Warcraft Direct 30th Anniversary Event, Classic Fresh Realms were announced. Since then, Blizzard has given a bit more information about transfer restrictions. Character Transfers will be disabled, except transferring to a Normal realm from Hardcore. You will be able to transfer to a normal realm either alive or dead.
